Reset Profile Circuit Endpoint

POST 
/api/v1/admin/profiles/reset-circuit

充值后重置熔断器并 rescue paused 欠费 job。

  • profile_name 为 None：重置所有 profile 的 CB 和指纹计数。
  • 同时把因欠费被 paused 的 job 改回 waiting，让调度器重新派发。
